Rick Santorum, Meet Hamza Kashgari

President Kennedy’s 1960 speech on religious freedom makes Rick Santorum “throw up.” “What kind of country do we live in that says only people of nonfaith can come into the public square and make their case?” Santorum says. It’s a central part of his campaign strategy to distort such things as a Kennedy speech, or an Obama speech, to whip up outrage at the supposed war on religious people in America. Here’s what Kennedy said:

I believe in an America where the separation of church and state is absolute; where no Catholic prelate would tell the President—should he be Catholic—how to act, and no Protestant minister would tell his parishioners for whom to vote; where no church or church school is granted any public funds or political preference, and where no man is denied public office merely because his religion differs from the President who might appoint him, or the people who might elect him… I believe in a President whose religious views are his own private affair.

Kennedy said much more, but this is the strongest passage of that famous campaign speech to a group of ministers in Houston, in which he argued that the election of a Catholic President who believed in the Constitution shouldn’t concern any American who believed in the Constitution—and, Santorum says, “That makes me throw up.” Santorum’s rhetorical eloquence is about equal to his analytical skill. Kennedy had nothing to say against believers entering public life, or believers bringing their religious conscience to bear on public policy. He spoke against any move to make religion official. The Constitution speaks against this, too—Article VI establishes an oath to the Constitution as the basis for public office, and explicitly prohibits a religious test, while the First Amendment forbids the official establishment of religion and protects its free practice. Santorum claims to be a constitutionalist, but that’s just rhetoric and opportunism. Santorum believes in a religious test—that may be all he believes in. (Mitt Romney believes in a religious test of a slimy, halfway, Romneyesque variety: in 2007, he reportedly dismissed the idea of appointing a Muslim to his Cabinet, saying, “Based on the numbers of American Muslims [as a percentage] in our population, I cannot see that a Cabinet position would be justified.” So does Newt Gingrich, who has made atheist-baiting a central part of his political business.)

Kennedy seemed to have someone like Santorum in mind when he warned, “For while this year it may be a Catholic against whom the finger of suspicion is pointed, in other years it has been—and may someday be again—a Jew, or a Quaker, or a Unitarian, or a Baptist. It was Virginia’s harassment of Baptist preachers, for example, that led to Jefferson’s statute of religious freedom. Today, I may be the victim, but tomorrow it may be you—until the whole fabric of our harmonious society is ripped apart at a time of great national peril.” In 1960, it would have been hard to imagine how thoroughly religious sectarianism and intolerance would infect American politics, and especially one major party. The outcry over Obama’s policy on health insurance and contraception has almost nothing to do with that part of the First Amendment about the right to free religious practice, which is under no threat in this country. It is all about a modern conservative Kulturkampf that will not accept the other part of the religion clause, which prohibits any official religion.

Santorum, like most conservatives these days, says he is a constitutionalist. Jefferson wrote, and Madison worked to pass, the Commonwealth of Virginia’s Bill for Establishing Religious Freedom, which held that “all men shall be free to profess, and by argument to maintain, their opinions in matters of religion, and that the same shall in no wise diminish, enlarge, or affect their civil capacities.” Jefferson included an even stronger phrase that was eventually struck out by amendment: “the opinions of men are not the object of civil government, nor under its jurisdiction.” Presumably, all of this originalist nonsense makes Rick Santorum heave, gag, vomit, and puke.

What makes me throw up is the story of Hamza Kashgari. It’s a shame that every American doesn’t know his name. He’s a young, slender, philosophical-minded columnist and blogger from Saudi Arabia who, earlier this month, dared to tweet phrases of an imagined conversation with the Prophet Mohammad: “I have loved things about you and I have hated things about you and there is a lot I don’t understand about you…I loved the rebel in you…I will not pray for you.” Within twenty-four hours, more than thirty thousand furious replies had been posted on Twitter. Within a few days, more than twenty thousand people had signed on to a Facebook page called “Saudi People Want Punishment for Hamza Kashgari.” (So much for Arab liberation by social media.) One commenter wrote, “The only choice is for Kashgari to be killed and crucified in order to be a lesson to other secularists.”

Kashgari backed down, apologized profusely, and continued to be attacked. He went into hiding. Clerics and government officials threatened him with execution for blasphemy. He fled to Malaysia, hoping to continue to fly to New Zealand, where he would ask for asylum. But Malaysian officials, behaving against law and decency, had him detained at the airport and sent back to Saudi Arabia, where he was promptly arrested. Since mid-February there’s been no word of Kashgari. The Saudis have said they will put him on trial. What a pity there’s no First Amendment to protect him.
If only he had more powerful friends—if only Christopher Hitchens were still alive—Hamza Kashgari would be called the Saudi Rushdie. There would be a worldwide campaign to pressure the Saudis into releasing him. The United States would offer him asylum and quietly push our friends the Saudis into letting him go. But we’ve come to expect these things from our friends the Saudis.

We’ve come to expect these things from the Muslim world. We expect Afghans to riot for days and kill Americans and each other because a few NATO soldiers were stupid enough to burn copies of the Koran along with other objects discarded from a prison outside Kabul. Yes, those soldiers were colossally, destructively insensitive. Yes, we should know by now. Yes, the reaction has a lot to do with ten years of war and occupation and civilian deaths and marines urinating on Taliban corpses. Still, can we have a little outrage at the outrage? Can we reaffirm that human lives are more sacred than books? Can we point out that every time something like this happens, there’s a manufactured and whipped-up quality to much of the hysteria, which has its own cold political calculation (not unlike the jihad against secularists by Sean Hannity and other Salafist mouthpieces)?

Saudi Arabia needs an absolute separation of religion and state so that Hamza Kashgari can say things that other people don’t like without having to flee for his life. Afghanistan needs it, too, and so does Pakistan, so that mob violence and political assassination can’t enjoy the encouragement of religious authorities and the tolerance or acquiescence of government officials. And America needs it so that our Presidents’ religious views remain their own private affairs, and Rick Santorum and his party can’t impose dominion of one narrow, sectarian, Bible-based idea of the public good over a vast, pluralist, heterodox, freedom-loving democracy.

OPENING STATEMENT UNDER OATH

I, Musawer Mansoor Ijaz (Ijaz), a citizen of the United States of America, do hereby solemnly swear that the testimony I present in this Witness Statement on oath to the Honourable Commission (the Commission)is the truth as I know it to have occurred based on the evidence in my possession and to the best of my recollection where physical or documentary evidence is not available in reference to the subject matter of this inquiry (the Inquiry).

I submit my testimony as a first person witness to the events herein. I appear in front of this Commission to present the physical evidence in my possession and to allow such evidence as I have to be forensically tested in any manner chosen by competent, independent and unbiased experts retained by the Commission so that the authenticity of these data can be ascertained with certainty. I duly submit this Witness Statement to the Commission as a private citizen of the United States, born in the State of Florida in the year 1961, and bound only by the laws of the United States of America. I state for the record that my loyalties are first and foremost to the national interests of my country of birth. I do not now nor have I ever served in any official position in the US government. I act at the behest of no person in government, outside of government, in any foreign country or in the United States of America.

CONTACT WITH PAKISTAN OFFICIALS

While I maintain high-level political and military/intelligence contacts in nearly two dozen countries around the world, during the past decade, I have had no contact with any Pakistani government official, civilian, judicial, military or intelligence with the following four exceptions (Amb. Haqqani excluded):

(a)2003 when I last interacted with the former director general of Inter-Services Intelligence, Gen. Ehsan ul-Haq, shortly before he left the DG-ISI position in 2004; and,

(b)Nov. 2005 when my wife and I visited the prime minister of Pakistan and some military officers during and after our trip to Kashmir as the earthquake reconstruction period began; and,

(c)May 5, 2009 when I met with President Asif Ali Zardari for 45-50 minutes at the Willard Intercontinental Hotel in Washington DC at the invitation of Amb. Haqqani(Haqqani)to brief the president shortly before he met with US officials at the White House; and,

(d)Oct. 22, 2011 when I met alone with Lt. Gen. Ahmed Shuja Pasha, the current DG-ISI, a this request for approximately four hours in London to provide him with the same accounting of facts I provide to the Commission herein.

CONTACT WITH HAQQANI

Over the past decade, I have maintained regular contact with Haqqani through e-mail, BlackBerry chat exchanges, SMS, in-person meetings and telephonic discussions. Often, after the 9-11 attacks, when I was not available for media appearances due to calendar conflicts, I would refer producers to Haqqani as a qualified expert on Pakistan affairs. Haqqani was helpful

and supportive in other important matters, including speaking at one of my charity’s annual

fundraising dinners in June 2009 (please see Exhibit-A for examples of our communications).From the day Haqqani assumed his ambassadorship role, I had no involvement in his Congressional or White House lobbying efforts, no role in his development of the Pakistani-American community or any other aspect of his role as ambassador other than assisting in the ways we were able to after the 2005 Kashmir earthquake.

At no time during Haqqani’s ambassadorial tenure have I lobbied anyone for Pakistan, acted as an agent of the Pakistani government or represented any foreign interest lobbying for a particular outcome. I acted in this matter purely as a friend in my private capacity trying to assist Haqqani in communicating his message in ways that only he dictated, characterized and gave authority for, not in any way to be construed as diplomatic or official activity. Other than as disclosed above, I maintain no active relationships of any type electronic, e-mail contact, telephonic contact, BlackBerry messenger contact or SMS contact with anyone living in Pakistan. I have no close relatives living or alive in Pakistan. I have no business interests in Pakistan. I have no political interests in Pakistan. I have never been involved in any political party, political organization or given a single political contribution in Pakistan to any candidate for high office, or sitting elected official. In short, I have no material ties to Pakistan other than my birth parents.

EVENTS OF MAY 9, 2011 UNTIL MAY 12, 2011

The events I describe herein are a factual recantation of my interactions with Haqqani on the dates of May 9th, May 10th, May 11th and May 12th of 2011, and then again starting on October10, 2011, the date on which an opinion piece I authored was published in the Financial Times entitled “Time to take on Pakistan’s jihadist spies.”

The text of this opinion article has already been entered into the record on the date of the Court’s Order.

I had further material interactions with Haqqani on October 28, 2011 and November 1, 2011. At no time did I meet Haqqani in person. All communications were electronic / telephonic.

The events of the three and a half days in May will be summarized in Tabular form in order to show the type of communication (telephone, e-mail, BlackBerry chat, PIN message and handwritten notes), a brief description of each type of communication, and where a communication was evidenced by physical documentation or electronic messages those are attached hereto as labeled exhibits. My recollections of the discussions in telephone calls a replaced in quotations where attributed to Haqqani. Where the dialogue uses coded words or phraseology that may not be apparently clear to the Court, I have put annotations to explain what was intended by the language used.

RESERVATION NOTICE

I reserve the right to amend this Witness Statement at a future date once forensic examination of my electronic BlackBerry device is complete. There are certain messages (PIN, SMS, etc) that may be archived in backup volumes that I am presently unaware of, having not seen any of those messages since June 2011 when the last monthly backup was made. I have chosen not to retrieve these messages from my computer hard drives which normally roll off after a thirty (30) day period in the device until a certificate that my BlackBerry device has not been tampered with and contains original data in it can be provided. The backup data will only be reviewed once the forensic examination is complete. I would also ask the Commission’s permission to spend about20-30 minutes in explaining how BlackBerry handsets work and why the knowledge of BB operations are so critical to the analysis of data in this matter. Finally, certain Explanation comments that I have noted are for “In Camera” hear in gs only because the disclosures are not appropriate for this statement that can be viewed by others. Please note in the tabular formats set forth below, line numbered for convenience, the following legend: BBM = BlackBerry Messenger chat exchange SMS = Short Message exchangeE-M = E-MAIL sent or received CALL = Telephone OUT to recipient or received IN (numbers withheld for “In Camera” briefing)

HAQQANI BLACKBERRY PIN NUMBERS

I submit for the Commission’s records the two PIN numbers that are unique in the BlackBerry system of communications that were used by Haqqani during our communications by BBM Messenger. The first one, 2326A31D, was used in May. The second, 287EF1E9, was used in the October and November exchanges up until at least November 5th or 6th when I noticed he had disabled me as a BBM contact. I wish to additionally inform the Commission that in the intervening weeks since Haqqani once again changed his BlackBerry PIN, I have been informed

by two important official sources (whom I shall identify “In Camera”) that attempts may have

been or are being made to manipulate, erase, delete or otherwise distort data in the electronic devices of Haqqani that could confirm the data I have provided herein as fact. Additionally, it may be noted by the Commission that both the Interior Minister of Pakistan as well as Haqqani have confirmed that some form of electronic messaging and commstook place with me. Yet Haqqani continues to deny the entirety of any exchanges, for example, as those set forth in this Statement. So which is it? Did he communicate with me or not? If so, where is that data and who has access to it today?

CALL #1

I called Haqqani at the London Intercontinental Hotel, Room 430 as he had requested a few minutes earlier by BlackBerry messenger. We had not spoken by telephone for some time, so we briefly exchanged pleasantries. I asked him what he was doing in London he simply said it was a private visit and moved on to the subject matter at hand. There was an elevated stress in his voice. He spoke rapidly, almost randomly at times. Several times I had to ask him during the call to slow down so I could get the notes down from what he was trying to tell me. He explained that the bin Laden raid had created severe stresses between the army/intelligence organs of Pakistan and the civilian branch of government. Referencing some meeting that had

taken place “72 hours ago” between the army chief, the prime minister and the president, he said there was a “collective jute chalak y” [my spelling phonetically because I do not know what these words mean as my
Urdu is quite rudimentary] between the army and ISI to pin the blame of the bin Laden failure on President Zardari’s administration.

He said the US and British were “beating the shit out of us” to get information in the raid’s aftermath about how bin Laden had been on Pakistani soil for so long. He said in clear words that I wrote on my notepad as he said them, “the Army wants to bring the government down”. He then said he needed my help.

I asked in which sense and he informed me that it was urgent to get a message verbally to “the Americans” that the Obama administration needed to back the army down. He said this was a “1971 moment” a reference I did not understand at all at the time he first made it and had to ask him at the end of the call to clarify for me because he repeatedly referred to this phrase during the call. He then immediately stated his preference for the right person to give this as yet undefined verbal message to was Adm. Mike Mullen, then chairman of the US joints chiefs of staff because (a) he was one of the few people who Gen. Kayani would listen to and (b) he was about to chair a meeting with a Pakistani delegation a two days later in Washington (Wednesday, May 11, 2011).I informed him that I did not know Adm. Mullen. I asked him why he needed me to do this for him when he had so many other ways to do it and he said in his official position, it was impossible to get such a message to the Americans without risking the possibility of detection by

ISI or the military officers he had around him at the embassy in DC. He said I was “plausibly deniable” as a conduit and that no one would ever believe if this got public in those days he had come to me for such kind of help. I made it clear that I had long ago given up the role of a back-channel communicator and that I would do it for him as a friend only if I could get someone on the US side to agree to deliver a message to Adm Mullen in the timeframe Haqqani had requested.

I then asked him whose authority he was acting on behalf of. He was vague. Not evasive, just vague. He said there was a like-minded group of people in Islamabad that would be brought on board by “the boss” a reference I understood to mean President Asif Ali Zardari as the new national security team once tensions had dissipated. He mentioned two names I recognized (Jehangir Karamat and Mahmud Durrani) but added that they would be approached once this was all over a point I took to mean they were unaware of this operation in advance. I then asked him what the message was that he wanted delivered and by when exactly it had to be in Mullen’s hands. He dictated a series of points to me, many of which are contained on the two pages of handwritten notes, and the rest were typed into a blank e-mail template at the point I asked him to pause because I couldn’t keep handwritten pace with his verbal speed while holding the phone to my ear at the same time. The balance of notes, typewritten into the blank e-mail template, ultimately became the basis of the first draft of the written memorandum that I sent him at 18:32 on May 9, 2011. The handwritten notes are explained further under EXHIBIT B explanations. We concluded the 16-minute phone call by agreeing to use certain coded words in our BBM chat exchanges during the following two days until the effort was concluded. These are enumerated as each chat took place in the “Explanation” column of Table 1

I called Gen. Jones at home. His wife picked up and said he was jogging. I explained the importance. As I rarely called at home that early in the morning, she understood it was important and said she would get in touch with him while he was running and get him to call me back in about an hour when he was in. I gave her a brief overview that the matter had to do with a rapidly devolving situation on the ground in Pakistan and that I had been asked to get an urgent message into a senior administration official. I did not go into details. I did not give names.

As a parallel track, I immediately called my outside counsel, whose name I am withholding pending an “In Camera” hearing on this matter, in Washington DC he is a former senior government official from the administration of Pres. George H W Bush working at one of Washington’s most prominent and largest law firms. I called him because I knew he had a wide array of contacts available for us to explore how else we might approach Adm. Mullen if I was unable to persuade Gen. Jones to pass the message on. I explained the situation at hand inoutline form only. I explained under attorney-client privilege that Haqqani had asked me to assist him, that the tone of my earlier discussion with Haqqani indicated to me that something serious was amiss in Islamabad and that if we could help we should. His principal concern was under whose authority such a sensitive message was being delivered. I explained that Haqqani generally enjoyed the complete confidence of the president in Pakistan, and that I understood the impetus for this operation was coming from Pres. Zardari in the broader sense, if not operationally. He told me there were two options available to us through the law firm, one a senior US political figure now in private life and the other an acting officer of the US government who knew Adm. Mullen well. He told me he would get in touch with both andreport back to me later in the day (it was 7am in Washington at the time I reached him)

Gen. Jones called me back from his private cell number around 8am his time in Virginia. I recapped the entire Haqqani call (please see summary of Call #1 for details). His first reaction was to say he didn’t particularly trust Pakistani officials (generally, not specifically), and that in his experience through government work with them, they often made verbal promises that they didn’t keep. He said he would not consider taking any message to Adm. Mullen if it wasn’t in writing. Gen. Jones also insisted on having higher political authority than Haqqani, whom he had grown to be somewhat skeptical of over time, if and when he decided to go ahead. We went through the points Haqqani wanted relayed, which took the bulk of the time on the call. He commented that while compelling, it sounded like an opposition group’s agenda. I made clear that it was morelike a change of players under a sitting head of state whose new ground rules and agenda were so diametrically different than the old that it (Haqqani’s desired message) could give off that impression. I gave Jones some background on my relationship with Haqqani and told him that Haqqani would never have come to me if it wasn’t serious because of my past tensions with the senior leaders of Pakistan, no matter whether military, intelligence, political of any party persuasion.

Jones’s skepticism remained throughout the call, but in the final analysis he said he would do it as a favor for me if I could get the message to him in writing with the appropriate political authority. We agreed to be in touch later in the day once I had gotten Haqqani on board with the NO VERBAL, ONLY WRITTEN demand and I had further explained to Haqqani that Jones wanted certain knowledge of the appropriate political authority and consent for this operation before delivering the message to Adm. Mullen.

During this call, I informed Haqqani that one of the three choices on the US side was insisting onhaving the message in writing, with higher political authority than Haqqani alone, to go forward. I informed him that I had taken the precautionary step, given the tight time constraints, to prepare a written draft based on the notes I took in the first call and that I had tried to reach him earlier in the day to let him know about the in-writing constraint. He agreed and told me to send him the draft in writing for his review. I then asked him to clarify what he meant by “discipline” in the nuclear program a point he had made in the written notes earlier and whether the point he made about US Vice President Biden on the “blank sheet” agreement on nukes and Kashmir should be included in the preamble paragraphs. He said no. I also asked him whether he wanted names included in the paragraph mentioning the new national security team he said no. Finally, I asked him whether he wanted any characterization of the army chief, prime minister, president’s meeting included this is when he gave me the information about the CIA station chief’s name being outed and the phraseology about “no central control being in place” as a result of the stresses in Islamabad during the previous days.After inserting a few of the necessary comments into the e-mail draft, I sent the draft to Haqqaniat 18:32. We closed the call by noting my mail to him would come in a few minutes as well as the message’s delivery timing and logistics.

During these two calls

the first with my outside general counsel, the second a conf call with a third party, we explored the requirements posed by two other possible candidates to deliver the message to Adm. Mullen. My counsel informed me that he had reached a close aide of the active US government officer who knew Adm. Mullen well, and that he wanted to have a conference call with me to listen to how we wanted to do this and what the US official wanted from us as performance parameters before agreeing to our request. We then agreed that the US political personality was out due to slow response. We followed up this call with a 10-minute conference call with the US official’s trusted friend.

We discussed two possibilities the first was to have the US official arrange a private meeting between myself and Adm. Mullen so I could deliver a verbal message as Haqqani had initially preferred. This approach had two problems

I was a nine hour airplane ride away from Washington and there simply wasn’t enough time to match Adm. Mullen’s busy schedule with my getting in the air before the Wed. meeting was to have taken place. The second problem was my personal hesitation to carry a verbal message given what Gen. Jones had told me in his first call about the unreliability of Pakistani officials saying one thing and doing another. The second possibility discussed was for us to have the US official deliver the message, in writing, to Adm. Mullen. This posed two different challenges the US official was unwilling to do it as a “non paper” (a message delivered in writing on paper without signature or letterhead between governments). He insisted on the message being on letterhead with appropriate signature. This conference call made it clear that the 2nd potential US interlocutor was simply not the right solution.

I informed Haqqani that two of the three options for transmission were out, why they were out

and that in order to proceed with the third option I needed him to confirm the memo’s draft form

or send me his changes, and I needed his confirmation that he had the Pakistani government’s highest political authority to proceed. He said he would review the memo during the night. On authority, he said something like “don’t worry about that, I’ve got it sorted out with the boss.”

Haqqani also quickly informed me at the end of the conversation that I needed to remove Point 6on the list because it was already agreed by the Pakistani authorities in the intervening hours since we had last spoken.

I called Gen. Jones immediately to say that he would transmit the message, that I had confirmation from Haqqani of his authority to proceed from the highest political level and that I would be sending the memorandum over shortly with a request that he hold on to it until I had Haqqani’s final word in the morning (Tue, 10 May). I told Gen. Jones that given the fluidity of events on the ground, it was best that he waited until at least midday on Tuesday before puttingthe Memo in Adm. Mullen’s hands. RATIONALE FOR WRITING THE Financial Times ARTICLE

Much confusion has been introduced by media analysts, critics and supporters alike about the motivations and agendas that may have led me to publish the initial FT article on October 10,2011. I state for the record that there was no external impetus given to me to write the initial article, neither from any individual, nor from any governmental body US or foreign nor anyother source in any manner whatsoever. Since 1996, when I published my first article in The Wall Street Journal, I have published over 125 opinion pieces in only the most reputable journals and newspapers around the world, and have appeared extensively on television and radio as ananalyst regarding political, security and business issues. I have also had numerous articles written about my citizen diplomacy initiatives in Sudan, Kashmir, Pakistan and elsewhere.In recent years, I have reduced my writings dramatically, writing only a few times a year when a major political or geopolitical event takes place that bears consequence on subject matters thatinterest me. Pakistan generally, and more specifically the struggle to bring a secure and stable democracy to the fore without hidden agendas, corrupt practices and the venality that is so often present in modern day Pakistani rulers military and civilian alike is a major topic on which I have written often in the past. If the Commission so wishes, I am happy to provide a full reference list for my past writings on Pakistan.

I further state for the record that my sole motivation in writing the Oct. 10th FT article was to enunciate a policy prescription I believed was in the best national security interests of the United States about how best to deal with Directorate S of Pakistan’s Inter-Services Intelligence. The impetus for the article, which I drafted the first thoughts for on 24 September 2011, arose from testimony offered by Adm. Mullen in his final appearance before the Senate Armed Services Committee in which he called the Haqqani network of terrorists a “veritable arm” of the ISI, among other very strong comments.

The reaction in Pakistan’s media to Adm. Mullen’s statement was immediate, and as it has been in my case under the glare of the Mullen Memorandum controversy, was shrill and unabashed in lambasting a high-ranking military officer of the United States who served our country honorably for 43 years. While Adm. Mullen needed no defense from my writings, I felt it was important for US policymakers to know that an effort which involved Adm. Mullen himself back in May had been made to reign in Directorate S of ISI, and it so happened that to source this material for my

opinion piece, I referenced the memorandum as the “peg”

as it is called in journalism to base my opinions on. There was no malicious intent involved in bringing the memorandum into the opening paragraph. The description I gave was the bare minimum of facts that were needed in order to give my opinion piece the authenticity it required for the policy prescription to be given any weight. I had written more or less exactly the same opinion article on June 2, 2011 for Newsweek / Daily Beast Company

after learning of the death of Saleem Shahzad, without material effect in the inquiry of my arguments. Clearly, introducing the memorandum into the FT opinion article strengthened the argument because it gave it the needed authenticity. Editors at the FT who normally evaluate my opinion columns for publication have tended in the past to choose those articles of mine that begin with some historical anecdote to anchor the article’s policy prescriptions and opinions. This article was no different, other than the anecdote was in the form of a “first person” analysis.

If the Commission so requests, I will make available my internal correspondence with the FT editors to provide evidence of this fact. I would like to note, for the Commission’s interest, that Haqqani sent me the following BBMchat on June 4, 2011 to which I responded and he then wrote a reply please see the following screen shots:

I apologize to the Commission for the frank exchange of language between Haqqani and myself, but this is evidence of the type of relationship we shared together. Message time-stamped 02:18was first message from Haqqani. I replied the next day. Message in second screen time-stamped18:05 was his reply. One final point of note on this subject matter: some sections of the media have questioned why it took so long for the opinion piece to be published in the FT from the date of Adm. Mullen’s

statement. As you are most certainly aware, FT is a financial newspaper whose editorial pages are reserved primarily for finance discussions, not matters of security and foreign policy. As Europe has been engulfed in perhaps the most important financial crisis it has suffered since the introduction of the Euro, the Eurozone crisis dominated the editorial pages of the FT for those weeks, and my opinion article which dealt with matters much further away and unrelated to the major editorial thrust, simply was placed on a date that was convenient to the FT’s editorial calendar. I had no control over that decision and again, at the Commission’s request, I amprepared to make my internal communications with the editors available in this specific regard.

EVENTS OF NOTE AFTER THE Financial Times

ARTICLE APPEARS

Haqqani sent me a BlackBerry message around 21:50 GMT on the evening of October 10, 2011, shortly after my opinion article had been published on the FT’s website. It read: “This FT op-ed of yours is a disaster”. Before I had a chance to see it and respond, he telephoned me at 21:57GMT in a somewhat panicked voice, reiterating what he had just said by BBM message and then asking me whether there were any other “senior Pakistani diplomats” I knew in Islamabad that he could name to throw the “press hounds of my scent”. I responded by querying why the op-ed was such an issue for him and what he was so upset about. He replied simply by saying everyone would now assume it was he who was the brainchild of the Memorandum and that I understood nothing about Pakistan’s domestic situation. It was a short call lasting only 00:45.

At the time of this writing, I do not yet have the hard copy details of my October telephone bills to give the exact time and date of the second call I received from Haqqani

it was about 5 or 6days before I met with Gen. Shuja Pasha in London. My recollection of that call is as follows: Haqqani called to inform me he had just learned that Gen. Pasha was coming to London. I expressed disinterest and lack of knowledge. He expressed some anxiety over my disinterest and said something to the effect of “what’s going on here” a clear reference to his skepticism of my disinterest. He did not ask once during that call whether I had been approached to see Gen. Pasha. His only concern was whether Gen. Pasha would be meeting with the FT editors in London, whether I knew anything about it and whether I would do him the favor of intervening with the FT editors to insure they did not provide Gen. Pasha with a copy of the Memorandum or any other evidence that I had provided the editors when I wrote the opinion piece. I responded by again asking him, as I had on the night of May 10, 2011, why he was so paranoid about the Memorandum and whether we had done something wrong in delivering it to Adm. Mullen. His response was to simply reiterate that I understood nothing about Pakistan’s domestic political situation and that there were some who would say Haqqani “was playing for your [U.S.A.] side” if the content of the Memorandum was revealed in public. I told him that I did not believe the FT editors would take a meeting with Gen. Pasha without a lot of advance work being done about purpose, etc and the call ended.

SUMMARY OVERVIEW OF MEETING WITH DG-ISI LT. GEN. SHUJA PASHA

I was contacted by a person, whose real name I do not know to this day, on or about the 16th of October to see whether I would be willing to meet with Gen. Pasha. I inquired purpose and proposed location. Purpose: to determine the truthful facts surrounding the content of the Memorandum and its genesis (authorship, operational details of the effort to get it delivered to Adm. Mullen, etc). Location: London was the most convenient location for both of us to meet. After discussing the implications of such a meeting going ahead with my in-house legal counsel and my family, I agreed to take the meeting. We met on the evening of 22nd October in London at the Park Lane Intercontinental Hotel, Room210, from approximately 1830hrs until 2230hrs, according to my records. There was one person

I believe the logistics manager of the meeting with Gen. Pasha when I was shown into the room by a member of his security detail and that person shook hands with me and left the room promptly.

I brought my electronic devices and a notepad to the meeting. We both agreed to take batteries out of our telephones while we spoke. The telephones were stored in a drawer near the table we sat at. Gen. Pasha brought a notepad as well. After being seated face to face at a small dining table, Gen. Pasha opened the meeting by stating his purpose in asking to meet me. He made clear he was not there to interrogate but rather to understand with evidence supporting my statements what exactly had happened in the days in question. He made clear he was in London with the consent of the army chief, Gen. Kayani. He made clear he did not know who I was prior to the meeting, and had asked one of his researchers to prepare a dossier for his review. He asked me to give him my own summary of my background, partly to allow me to introduce myself, but also to separate fact from fiction in the dossier he held. Each comment I made was later backed up during the meeting by evidence I showed him on my computer about my background, life, family and businesses. I made clear to him at the outset of the meeting that I had agreed to the meeting on the basis that it was entirely possible in my mind given the adverse reactions Haqqani had shown me on the two telephone calls I had with him prior to this meeting that Haqqani did not properly inform the government of Pakistan of his activities, and that if anything he had done was against the laws of Pakistan, in violation of the Constitution of Pakistan or the rules of international diplomacy as agreed between the US and Pakistan, it was possible that myself, Gen. Jones and Adm. Mullen had become unwitting accessories to these possible wrongdoings. For that reason alone, whether I liked or disliked the ISI, whether I had written against it or the military or any other organ of the Pakistani state, I felt the responsibility to share the facts with him and to understand whether there was any possible wrongdoing on our part collectively as US citizens that had assisted Haqqani in transmitting the message to Adm. Mullen. I also made clear to Gen. Pasha that I did not want to personally be involved in any debriefing of

him that would lead to a disruption of the civilian government’s normal business he responded by making clear that it was his and Gen. Kayani’s deep desire to see a government complete its term, but that the rumors of what was contained in the Memorandum from a content perspective could simply not be ignored. On this basis, we agreed to start the meeting in good faith with him questioning openly without constraints and me answering in the most truthful and complete manner possible. He asked me about my relationship with Haqqani (length, frequency of contact, type of contact, etc). He queried me about my interactions with prior Pakistani ambassadors in the United States, as well as past political leaders (Bhutto, Sharif, Musharraf, etc). After my initial set of answers about 30 minutes into the meeting he went to the door of the room and informed the security person that “this is going to take a while”.

We then began the data debriefing. We went through the information that has been provided in this Witness Statement line by line so that I could explain what had happened in those three and a half days. He asked questions, at times looked a bit astonished at what he was seeing but at no time did he offer any assessment of the data other than to indicate that the records were “clear and convincing” evidence. We took the bulk of the four hour meeting to do the data debrief. In my recollection, Gen. Pasha read the Memorandum itself in about three or four minutes, demonstrated surprise and dismay at times disgust and disappointment over the content of the document. He did not ask a single question about the content of the document other than if I was willing to divulge the names of the others besides Haqqani that he had told me were to be part of the new national security team. I did so with the caveat that I did not believe either Karamat or Durrani knew anything about the plan to deliver the Memorandum, the contents of the Memorandum or the mindset of Haqqani and those behind him in dreaming up the scheme. At the point during the meeting where he learned of the three US people I had approached to deliver the Memorandum to Adm. Mullen, he asked me how I knew each of them, how well and to briefly summarize my requests of them in terms of why, who was involved, under what authority and in which modality such delivery might take place with each person. Intermittently during the data debrief, I would open my computer or my BlackBerry device and point out how the data was stored, transmitted, displayed, etc. He then carefully analyzed dates, times, “properties” of my Microsoft documents to see when the documents were created and how

they fit into the timeline I was stating, looked at the original telephone bill logs, checked the time at which each BBM message was sent or received and reviewed my handwritten notes. Contrary to media reports, at no time did Gen. Pasha try to send a BBM message to Haqqani from my handset. He recorded the PIN numbers that I had for Haqqani, both the old one and the new one Haqqani did not yet have the third PIN at that time that he would ultimately obtain. Gen. Pasha did ask to see how I stored e-mail addresses and to see the ones I had for Haqqani one from his private university mailbox (Boston Univ.) and one for official use at the embassy in Washington. There were no other issues relevant to this subject matter discussed during the meeting. It ended on a cordial note with Gen. Pasha thanking me for providing a clear record of events and asking if it was okay to follow up if other questions arose in the aftermath of his further investigation into the matter.

(All the characters and circumstances in this story are real, no matter how unreal they sound. The writer can swear upon Mario Balotelli’s hairstyle that there is no exaggeration in it. No political workers or ad agency personnel were harmed during the production of this ad film)
After working at one of the largest ad agencies of Pakistan for only three months, I had not only started believing that I can run my own ad agency, I had also started dreaming of directing and producing ad films.
And one fine day… rather night… my wish came true. In pretty peculiar circumstances.
Before going into the details of the night, I have to put some light on the main characters of this story.
Mr. TAK is the owner of the ad agency and STK is his wife. Then there is a certain VA who thinks of himself as their son, even though Mr. and Mrs. TAK and STK did not reciprocate his feelings as such. Mr. VA works directly under TAK and other characters (to be introduced later) are reporting to him. Mr. VA, by the way, is an avid MQM supporter; the kind who go to the Jalsas and openly claim their loyalty.
Then there is a second layer of characters in Mr. AF the Art Director who looks like Arjuna Ranatunga although this detail is unnecessary and Mr. WA who is actually a concept writer but a self proclaimed Creative Manager. Both are pretty much victims of under-appreciation by the management of the ad agency. The contrast, however, is that Mr. AF is also an avid MQM supporter whereas Mr. WA loathes MQM.
The last layer is of tow junior level employees. First being Mr. SR, an IBA grad of 2002, working on a tobacco company account, having minimal knowledge of film production and the other, yours truly, Mr. SS, another IBA grad of 2004, working on telecom and FMCG accounts with some experience of film production. Two films to be exact. Mr. SR is also a crazy MQM supporter; almost an heir to the throne of Mr. VA. For the time being, we will skip details of Mr. SS’s feelings towards MQM.
The scene started when two Pajeros stopped in front of the ad agency’s office one evening and several armed men came out of them. One of them opened the door of the car and out came a well known minister of MQM Pakistan. Let’s name him Mr. HAR. Mr. HAR went straight to the office of Mr. TAK and ‘requested’ him to make an ad film for the upcoming local body election campaign of MQM. The only problem was that the arch rivals Jamat-e-Islami had already launched their campaign on TV and MQM did not have a reply, hence, wanted the film to be ready by next morning.
Mr. TAK agreed to the production, wisely so. He then asked STK to handle the project. MRs. STK had previously directed a few ad films and seemed like a logical solution for such a quick fix. Mrs. STK was summoned and the task was explained to her. She then summoned Mr. VA to her office and asked him to mobilize the team. The team included of the art director AF, concept writer WA and yours truly with SR, execution runners to arrange for props, accessories and most importantly camera, studio and other equipment necessary for the shoot.
Mrs. STK told us to get ready and that she will be back by ten in the night for the shoot at the studio. Our job was to get everything ready in 3 hours.
There was another problem. We did not have a concept to shoot.
Mr. WA sat down with Mr. AF to write the concept and make a quick storyboard while SR and I started calling people to arrange for the shoot. There was an obvious difference between the excitement levels of the hardcore MQM guys VA, AF and SR who were working on it with utmost eagerness. WA, on the other hand, had a constipated look on his face while he worked on the concept. I was pretty much aligned with WA except for the constipated look. Mr. WA completed the concept, handed over to us and left the office swearing at MQM. The script looked good though.
By ten we were ready and left for the studio. Mr. VA told us to take control of things and left for home. When we reached the studio, Mrs. STK was not there. The models, DP and everyone else was waiting for Mrs. STK who conveniently turned her phone off and disappeared. We called VA to tell him about the situation at hand and asked him to somehow bring her to the studio. VA, being as supportive as he always was, told us to take control and manage it on our own. Apparently, it was our chance to shine.
I don’t mind getting chances to shine. However, this one had a risk of not shining ever if something went wrong. At that point, the other two gentlemen with me, AF and SR had also assessed the risk. We had no option but to start shooting. Mr. AF and I became the directors. SR was as helpful as someone on his first shoot would be. When 25% of the film was done, Mr. AF announced that it was past midnight and he had some emergency at home. He lives almost in Hyderabad, therefore, he had to rush. With him, went the hopes of Mr. SR for a safe landing.
I negotiated a few things with the DP, God bless him, and we resumed the shoot. Mr. SR fell asleep. We shot for another three hours and wrapped up at around 3:00 in the morning. The DP handed over the tapes to me and went off. So did Mr. SR.
I took the tapes and went straight to the nocturnal boys of our post production studio. They had already been aligned on the timings and were waiting for the tapes so that their work could start. Half asleep half awake, I managed to guide the video guy on the edit and sound guy on the voice over and music. Both the gentlemen, Owais and Zain did a fine job of wrapping up the entire post in another 5 hours and by 9:00 in the morning, the film was ready.
At 9:00 in the morning when office staff started coming, they saw me wearing slippers and same clothes as the last evening and red eyed. They all had perplexed look on their faces as I entered the office of Mr. VA and handed over the final film to him. Mr. VA gave me a much needed pat on the back and that was it. He then took the film to Mr. TAK and showed it to him. Obviously, it was not really important to take me along or even mention that I was involved in it but that’s not important, or is it?
By 10:00 in the morning, two Pajeros appeared again at the office entrance. Out came Mr. HAR again and went to TAK’s office. He left the agency office with a big smile and a happy face.
My job was done.
In a few hours, all the major satellite channels were running that film. A few of my friends at the office arranged for official screening of the film to the other staff and spread the word that the film was ‘Directed and Produced by Sami Saayer’.
MQM went on the win the elections with a big margin.
I wish Mr. HAR had learned that I was the ‘mastermind’ behind that great film. He would have said to me, “Sami Bhai… Yeh Ad Hum Pe Udhaar Raha… Aainda Koi Aapka Mobile Nahin Chheenay Ga” (Sami bro, I’m indebted to you for this ad film… nobody will ever snatch your mobile phone anymore).
The only thing I got out of it was that I put ‘Directed and Produced a TV campaign for MQM for local body elections’ on my resume. Not too sure if it was a wise thing to do because my next bosses at Nestle told me that they were apprehensive in recruiting an ‘MQM supporter’ in their team and I ended up removing it from there too.

PS: Sadly, I don’t even have a copy of the film anymore and its not available on youtube either. If someone from that ad agency can get me a copy, I would really appreciate it.

Armageddon, two years on….

Men searching for survivors among dead bodies

Haiti’s conventional image rarely extends beyond succinct summations of a corrupt, dangerous, impoverished and unstable place plagued by a litany of tragedies: man-made and nature-engineered. Perhaps then, it should surprise no one that the tarnished image prevailed, even two years after the cataclysmic devastation.

The reconfigured political landscape some observers characterized as very precarious and fragile in 2009 was completely decapitated on Jan. 12, 2010 when a magnitude 7.0 earthquake cratered the country. Robert Perito, director of Haiti Working Group (HWG), conceptualized Haitians’ cyclical psychological shock to the Columbia Journalism Review (CRJ) a year ago. “Just when we thought things were going well and we’d turn the corner and everything looked good,” he said, “This comes out of nowhere.” Since its 2006 inception, HWG– a program of the United States Institute for Peace—began monitoring Washington’s policy-making on Haiti and encouraging public discussions in its development and U.S.-Haitian relations.

Although Perito’s statement might surprise many Haitians whose frame of reference amounted to abysmal failures from their government, it was not misplaced. In fact, many reports from several economists, studies and political analysts canvassed a soaring sense of optimism that was uncharacteristic of Haiti’s recent history. In “Haiti: From Natural Catastrophe to Economic Security,” a 2009 report economist Paul collier prepared for the Secretary-General of the United Nations, he noted that in spite of its lengthy history of socio-economic fragility, Haiti had “far more fundamentals that the fragile states with which it was conventionally grouped.” Affirming Collier’s findings, the Center for American Progress argued in “Haiti’s Changing Tides,” comparing to the past several decades, the battered country was “experiencing one of the best combinations of open political space and physical security.”

The flow of optimism did not stop there though; Haiti’s leap in its estimated Gross Domestic Product from 0.8 percent in 2008 to 2.9 percent in 2009 reinforced economists’ perceptions about its potential economic emergence. Furthermore, economist Tyler Cowen’s “The Haitian Renaissance of 2010,” posted on his blog Marginal Revolution moments before the earthquake, perceived the macroeconomic data as the writing on the wall: the beginning of the end for Haiti’s downward spiral. While many skeptics disagreed, arguing the data analyzed was insufficient to make broad generalizations, experts agreed on one thing; the earthquake dispelled all theories. “The state has been completely emasculated,” said Haiti native Robert Fatton Jr. who teaches politics at the University of Virginia. “If you look at what happened with the earthquake, there’s nothing; there’s no state,” statement corroborated in excruciating details by countless survivor accounts, including renown Journalist Erilande Sully’s who worked for Le Matin, a Haitian weekly and the country’s second oldest newspaper at the time.

Armageddon’s torturous legacy….

On Jan. 12, 2012, agonizing testimonies of the dreadful day blanketed Haiti like minacious dark clouds, flooding the nation’s consciousness with overwhelming grief, including Sully’s agony captured during an interview he granted to the Foreign Policy Association (FPA).

Shoeless, Sully and his colleagues laughed outside about their building rocking from side to side, something they neither experienced before nor understood. Only a few seconds earlier, he sat in his office, took his shoes off and put his feet on his desk, in search of inspiration for his next assignment. Suddenly, leaping out of his chair, “It sounded like a tank of war was trying to run over our building,” said Sully, “Like a big tank was shooting on our building, so– without hesitating– I ran,” admitting to never thinking about his shoes. Once outside their dancing building that withstood the earthquake, they joked about Sully’s bare feet and quickness, unaware of the massive devastation taken place within that short period.

However, for survivor Pierre Chery interviewed on the eve of the second anniversary of the earthquake, it was no laughing matter. “Thirty-five seconds was enough to turn everything upside down,” he said, reflecting on his struggle for survival. “Seconds have never been so long,” he added during an interview with Le Matin. Even two years after Armageddon, “Goudou-Goudou,” as Haitians referred to the killer-quake, hunted its countless victims, especially Raphaela whose permanent scars painted a scenario of despair and grace. “I was pulled from under the rubble three days later,” she recounted. “And at some point, I lost all hope of survival; it was a painful moment.” To her, the eventual rescue was a miracle. “Today,” she said, “I consider my life as a divine gift.”

Moments later, it dawned on Sully and company; the laughter dissipated. Port-au-Prince, virtually a war zone, was reeling six feet under, so they scrambled around trying to reach family members, recalled Sully. “When we saw the destruction that was all around us, we realized it was something serious and it shocked me,” he said. The only terms he felt would describe what he witnessed were complete chaos and disaster of catastrophic proportions.

“Petionville was turned upside down. People were running in all directions, as if the people were not themselves,” he said, hesitating. “Like they’ve all gone crazy.” He saw people emerging from thick fogs of dust, completely disfigured. “Some people crawled out of collapse buildings covered in blood, while others desperately tried to remove people from under the rubble,” added Sully. “You realized that it was as if the end of the world was upon us.”

By then, the journalist could not locate any of his colleagues also scattered in the cloud of confusion, trauma, and helplessness, as he described the chaotic scenes. “No one was in control of the people and there were no functioning media to communicate with them,” said sully, moving his hands up, down, up again and in all directions to paint the vivid imagery. The radio, a primary communication medium for the Haitian population, nearly 50 percent of which is illiterate, was muted, as many stations caved to the earthquake’s molestation. “There was no cell phone, so you could not reach your people,” he added, slowly shaking his head.

Rescuers save a frightened little boy

On a parallel plane, amputee Dithna struggled to fight back her tears, as—through her eyes—journalists relived her ordeals. She was sitting on her porch when Goudou-Goudou’s deafening noise caught her by surprise. “The house began to shake with me,” she said. “Even before I had time to save myself, the house collapsed.” After spending two days under the rubble, the worse was yet to come for Dithna. “My neighbors, in order to save me, were forced to cut my leg that was trapped under chunks of concrete,” she added, sobbing. For her part, Marie Marthe admitted losing everything to Goudou-Goudou’s fury. “I’m totally dependent on others,” she exclaimed in a tone reporters described as somber and hopeless. However, it is the memories of her son who perished in the earthquake that made this second anniversary most unbearable for the 67-year-old survivor. “That was an unprecedented event; the experience was painful,” said Marthe. “Something that no one should have to relive.”

Sully agreed: reliving Jan. 12, 2010 would be disastrous, especially since 2-year-old memories manifestly haunted him even today. Those sporadic decrescendos racing up from Vallee de Bourdon to greet him on his way home, and then went silent, followed the reporter everyday since. “You just knew what they were,” he asserted. “To hear the cries of people trapped under the rubble and while you’re walking over the valley, you hear them and then they stop.” It became evident the journalist could not escape the dying voices, as he subconsciously covered his hears while retracing the event. “That moved me to tears”, he continued. “I’m listening to people crying; I’m hearing them screaming, but you can’t do anything for them nor can they help themselves.”

Those unpleasant echoes transcended him and affected him immensely since he could not reach out to help his dying brethren, he explained. Nevertheless, Sully hoped the monstrous human sacrifice was not meaningless. In addition to the current administration declaring 2012 the year for reconstruction, he found solace in this declaration made by Right to Housing Collective during its peaceful march on the earthquake’s second anniversary.

“Remember, you are marching today for those who couldn’t be here. To say to them, we haven’t forgotten; we’ll never forget. And to those that are still here, we will take a stand for the rebuilding of Haiti.”

IRIAF (iran) F-14 Tomcat Story

The
first and only country to receive F-14 Tomcat was, The Nirouyeh
Havaiyeh Shahanshahiye Iran, or Imperial Iranian
Air Force.

oviet
MiG-25 Foxbat had regularly been flying unrestricted over
Iranian territory, and IIAF had no mean of intercepting these
high-speed intruders. Thus, the search for a new fighter/interceptor
begun. Iranian pilots were virtually flown and tested every
fighter available at the time including MiG’s (some done secretly
in other countries). The final report which indicated pro’s
and con’s of each fighter suggested the F-14 Tomcat and F-15
Eagle as the best fighters. In August of 1973, the IIAF selected
the F-14 Tomcat ( From
1970 Iraq was in contact with French government to equip their
Air Force with Mirage F-1, this was another factor for IIAF
to choose F-14 and start planning for purchase, operation
and training for F-14)
. The initial order signed in
January of 1974 covered 30 Tomcats,
but in June 50 more were added
to the contract.At the same time, the Iranian government-owned
Bank-e-Melli stepped in, and agreed to loan Grumman $75 million
to partially make up for a US government loan of $200 million
to Grumman, which had just been cancelled. This loan save
the F-14 program and enabled Grumman to secure a further loan
of $125 million from a consortium of American banks, ensuring
at least for the moment that the F-14 program would continue.

The
Iranian Tomcats were virtually identical to the US Navy version,
with only a few classified avionics items being omitted. The
base site for Iranian Tomcat operations was at Isfahan’s
(Khatami Air Force Base) and 1 Squadron at Shiraz Tactical
Fighter Base. Imperial Iranian Air Force aircrews began to
arrive in the USA for training in May of 1974,The crew were
mainly veteran F-4 pilots.
The first 4 pilots who came to “Miramar
Naval Base” in California for F-14 training were:
General Abdolhosain Minousepehr (Commander of Khatami AFB).

Major Mohammad Farahawar
Capt. Kazem Heidarzadeh
Shortly after, the second group went to “Oceana Naval
Base” in Virginia. They were:

After completion of F-14 training in USA they became F-14
Instructor pilots. After returning to Isfahan they started
training the rest of the pilots with the cooperation of 4
American F-14 Instructors which was part of contract.
Major Farahawar flew one of the F-14
from USA to Iran.
Major Zangeneh was the Iranian pilot who tested the “Phoenix”
missile in USA.

(The Islamic regime purged all of them from Air Force, except
“Rostami” and “Attaee” .)

The
Iranian Tomcats were fairly late on the production line, and
were therefore delivered with the TF30-P-414 engine, which
was much safer than the compressor-stall-prone P-412 engine.
The first 2 of 79 Tomcats arrived in Iran in January of 1976.
By May of 1977, when Iran celebrated the 50th anniversary
of the Royal House, 12 had been delivered. At this time, the
Soviet MiG-25 Foxbats were still making a nuisance of themselves
by flying over Iran, and the Shah ordered live firing tests
of the Phoenix to be carried out as a warning. In August of
1977, IIAF crews shot down a BQM-34E drone flying at 50,000
feet, and the Soviets took the hint and Foxbat over flights
promptly ended.

The
IIAF Tomcats bore the US Navy serial numbers of 160299/160378,
and were assigned the IIAF serial numbers 3-863 to 3-892 and
3-6001 to 3-6050. The last of 79 Tomcats were delivered to
Iran in 1978. The last Iranian Tomcat (BuNo 170378) was retained
in the USA for use as a test bed. Iran also ordered 714 AIM-54A
Phoenix missiles, but only 284 had been delivered at the time.
Toward the end of the 1970s most suppliers were cancelled
by the new government, including an order for 400 AIM-54A
Phoenix missiles.

Imposition
of a strict arms embargo against Iran by the West caused a
severe spare parts and maintenance problem, with many pilots
and maintenance personnel following the Shah into exile. As
a result, by 1980 the Iranian Air Force was only a shadow
of its former self. This embargo was to have an especially
severe long-term effect on the Tomcat fleet, since the embargo
prevented the delivery of any spares.

The
Iran-Iraq war began on September 22,
1980 with an Iraqi air attack on six Iranian air bases and
four Iranian army bases. It was followed by an Iraqi land
attack at four points along a 700-kilometer front. Air power
did not play a dominant role in the Iran-Iraq war. During
the first phase of the war, Iranian aircraft had the fuel
and the endurance to win most of these aerial encounters,
either by killing Iraqi aircraft with their first shot of
an AIM-9 sidewinder or else by forcing Iraqi fighters to withdraw.
Iranian pilots had the edge in training and experience, but
as the war dragged on, this edge was gradually lost because
of the repeated purges within the ranks of the Iranian officers
which removed experienced officers and pilots who were suspected
of disloyalty to the Islamic regime. The Iranians could not
generate more than 30-60 sorties per day, whereas the number
of sorties that Iraq could mount steadily increased year after
year, reaching a peak as high as 600 in 1986-88.

It
is extremely difficult to get any reliable estimates of just
how many Iranian F-14As were in service at any one time during
the war, with planes having been deliberately cannibalized
to keep some flying. In the summer of 1984, it is estimated
that Iran could fly only 15-20 Tomcats, maintaining them largely
by cannibalization. Very often, Tomcat served in a mini-AWACS
role by virtue of their powerful radars and was deliberately
not risked in combat.

The
Iraqi high command had order all it’s pilots not to engage
with F-14 and do not get close if F-14 is known to be operating
in the area. Usually the presence of Tomcats was enough to
scare the enemy and send the Iraqi fighters back.

The
Iranian F-14s scored most of their kills with AIM-54A Phoenix
missiles during the war with Iraq losing only one Tomcat in
combat when it got cut off-guard by a MiG-21 (Pilot “Ale
Agha” and Rio…??. Lost their life).
Another Tomcat was lost due to loss of control when the aircraft
entered in spin (Both pilot and RIO Ejected).
And a Ground to air missile hit another Tomcat over “Khark”
island (Pilot was Capt. Hazin).

It
is documented that Iranian F-14As have shot down Iraqi fighters,
including Mirage F1s, SU-22, MiG-21, MiG-23, and MiG-25. An
Iranian Tomcat scored a kill against an Iraqi Mirage F1 as
late as the spring of 1988.

Iranian
capabilities in this area may have taken place on February
11, 1985, when 25 Iranian F-14A Tomcats took a mass fly by
over Tehran. In spite of the Western arms embargo, Iran been
able to maintain a more-or-less steady supply of spare parts
for its fleet of Tomcats, from Iranian aircraft industries
based at 1st tactical air base in Tehran. The number of Tomcats
in service with Iran is reported as many as 60 aircrafts.
Some of these parts also seem to have been smuggled into Iran
by Israel. Also there is rumor of Russians provided assistance
to upgrade tomcats aging airframe. US government supplied
arms to Iran in exchange for its assistance in getting hostages
held in Lebanon released.

However,
the AN/AWG-9 radar is certainly operational, and the Iranian
Tomcats can fire AIM-9 Sidewinder and AIM-7 Sparrow missiles.
Most Iranian Tomcats flew with a missile load of four Sparrows
and two Sidewinders.

Rumors
had been going about that Iranian F-14As had been fitted with
the Russian made engine and ejection seat and has the capability
to launch air-to-surface anti-ship missiles.

GPS Tracking, For Better or For Worse

In a general sense, technology brings change for the better. Over the last century, quality of life has greatly improved as a result of previously unimaginable conveniences. However, along with changing times there is always the potential to use beneficial apparatus for controversial and downright iniquitous means. One needs look no further than the raging battles over stem cell research, cloning, and more. GPS tracking devices, providing immeasurable benefits to law enforcement and instrumental for safety, are also entering controversial territory.

GPS Tracking GPS Tracking, For Better or For Worse

Global positioning systems, or GPS, are used today to keep track of everything from fleets of trucks to wayward teenagers and cheating spouses. With the rising rate of school shootings, safety is an issue at the forefront of many students’ minds. Campus securities are allotting more and more of their budgets to heightened security, and more high tech equipment. GPS tracking devices take things to a new level.

GPS tracking is used by colleges so they know at all times where security officers are, and they can easily organize an effective response in case of an emergency. Some also require students to have cell phones that have integrated GPS tracking, so that it is easier to keep track of students. Schools in Anaheim, California have even been known to offer students who are slacking off an opportunity to get themselves back on track through the use of GPS. This program is targeted at battling truancy in seventh and eighth graders. The students on probation are required to carry a GPS device around with them, and check in throughout the day so a mentor knows exactly where they are.

The schools that use GPS devices to battle tardiness defend the program, saying that it saves the school money, and is good for developing constructive habits in students. Naysayers argue that while it is considered voluntary, the GPS trackers are basically like ankle bracelets put on criminals. Since when was it a crime to be late to school? To some, the program sounds almost like a futuristic Isaac Asimov story; a fascinating concept that should remain just that, a concept.

Another more controversial use of GPS tracking by colleges is that when law enforcement officials receive a tip about a potentially threatening student they now have the capacity to place a vehicle tracking device on the suspect’s vehicle, or give it directly to the student in question. The U.S. Judicial system has helped authorities in this area with a recent ruling by the 9th U.S. Circuit Court of Appeals that allows law enforcement to secretly place a tracking device on a suspect’s vehicle without a warrant, even if it is parked in a private driveway.

Virginia legislators have brought the issue to light by considering a new law that would considerably shorten the list of those legally allowed to track someone without their knowledge. They acknowledge that technology is developing at a rapid pace, moving too quickly for the law to keep up. Joint Commission on Technology and Science Chairman Del. Joe May (R) is at the forefront of this proposed law. If put into effect, the law would make it illegal to track a vehicle or person without consent, with exceptions for parents of minors, law enforcement, and in some cases, private detectives.

Montclair State University, based in New Jersey, has made it mandatory for students to buy cell phones through the school for $210 per semester, plus service fees. The phones come equipped with GPS tracking that allow students to turn the feature on and off. When activated, campus police view the student on a map, along with the student’s picture, name and information. If not turned off within twenty minutes, security officials are alerted as to the student’s whereabouts. While some see this as progress to help prevent another massacre like the one at Virginia Tech, many scoff at the micromanaging it introduces, and the freedom so dear to college students that is limited by the system.

While the use of GPS tracking is reassuring to many students, a large percentage feel more vulnerable, knowing that a God-given right, privacy, is no longer theirs. It is disconcerting to think that at any given moment some stranger may be tracking your movements. Another angle is that while law enforcement can more easily track each other and wayward students, so can stalkers.

GPS tracking is ushering in a new era of surveillance and technology used by campuses to safeguard their students. The implementation of GPS tracking devices is making schools tread a fine line between keeping students safe and limiting their rights.

US-Iran Cyber War Leads To Capture OF CIA Spy In Iran

The budding cyber war between America and Iran could be quickly
transcending off of computer networks and into the real world, with the
US allegedly putting boots on the ground. Iranian state television is
reporting that they’ve captured a CIA spy.

Overseas media reported over the weekend that Amir Mirza Hekmati, a
20-something American man of Iranian heritage, was abducted by Iranian
forces, to whom he confessed that he has been in cahoots with the
Central Intelligence Agency.

According to a taped confession offered up by Hekmati, the spy was
apprehended by Iranian intelligence after being dispatched into the
country from a US base in neighboring Afghanistan. The spy says he had
been working out of Bagram near the country’s border with Iran in
preparation for a CIA-led mission that has been years in the making, but
despite assurance from American authorities that his cover would not be
blown, Iranian intelligence intercepted him and is now holding him
captive.

 Israeli news agency Debka is suggesting that
Iranian intelligence has managed to not just crack into the computer
networks of at least one American spy drone but also CIA headquarters in
Langley, Virginia outside of Washington DC. Following the downing of a
top-secret RQ-170 Sentinel stealth drone aircraft over Iran earlier this
month, military officials speaking under condition of anonymity to
Debka say that such a take-down could only have been conducted by
infiltrating the command center inside the actual CIA compound.

Insiders suggest that it would take the exact coordinates and times of
the dispatched drone for Iranian intelligence to hijack the craft, which
went down on December 4. With Hekmati now being apprehended after a
decade of briefing by way of the Department of Defense, it only further
establishes that Iran has indeed infiltrated the American intelligence
community, causing concern for all involved that the cyber war between
nations is quickly escalating to a battle involving not just robotic
planes but soldiers, spies and international, undercover attacks.

The Pakistanis Have A Point

As an American visitor in the power precincts of Pakistan, from the gated enclaves of Islamabad to the manicured lawns of the military garrison in Peshawar, from the luxury fortress of the Serena Hotel to the exclusive apartments of the parliamentary housing blocks, you can expect three time-honored traditions: black tea with milk, obsequious servants and a profound sense of grievance.

Talk to Pakistani politicians, scholars, generals, businessmen, spies and journalists — as I did in October — and before long, you are beyond the realm of politics and diplomacy and into the realm of hurt feelings. Words like “ditch” and “jilt” and “betray” recur. With Americans, they complain, it’s never a commitment, it’s always a transaction. This theme is played to the hilt, for effect, but it is also heartfelt.

“The thing about us,” a Pakistani official told me, “is that we are half emotional and half irrational.”

For a relationship that has oscillated for decades between collaboration and breakdown, this has been an extraordinarily bad year, at an especially inconvenient time. As America settles onto the long path toward withdrawal from Afghanistan, Pakistan has considerable power to determine whether the end of our longest war is seen as a plausible success or a calamitous failure.

There are, of course, other reasons that Pakistan deserves our attention. It has a fast-growing population approaching 190 million, and it hosts a loose conglomerate of terrorist franchises that offer young Pakistanis employment and purpose unavailable in the suffering feudal economy. It has 100-plus nuclear weapons (Americans who monitor the program don’t know the exact number or the exact location) and a tense, heavily armed border with nuclear India. And its president, Asif Ali Zardari, oversees a ruinous kleptocracy that is spiraling deeper into economic crisis.

But it is the scramble to disengage from Afghanistan that has focused minds in Washington. Pakistan’s rough western frontier with Afghanistan is a sanctuary for militant extremists and criminal ventures, including the Afghan Taliban, the Pakistani Taliban, the notorious Haqqani clan and important remnants of the original horror story, Al Qaeda. The mistrust between Islamabad and Kabul is deep, nasty — Afghanistan was the only country to vote against letting Pakistan into the United Nations — and tribal. And to complicate matters further, Pakistan is the main military supply route for the American-led international forces and the Afghan National Army.

On Thanksgiving weekend, a month after I returned from Pakistan, the relationship veered precipitously — typically — off course again. NATO aircraft covering an operation by Afghan soldiers and American Special Forces pounded two border posts, inadvertently killing 24 Pakistani soldiers, including two officers. The Americans said that they were fired on first and that Pakistan approved the airstrikes; the Pakistanis say the Americans did not wait for clearance to fire and then bombed the wrong targets.

The fallout was painfully familiar: outrage, suspicion and recrimination, petulance and political posturing. Gen. Ashfaq Parvez Kayani, the chief of the army and by all accounts the most powerful man in Pakistan, retaliated by shutting (for now and not for the first time) the NATO supply corridor through his country. The Pakistanis abruptly dropped out of a Bonn conference on the future of Afghanistan and announced they would not cooperate with an American investigation of the airstrikes. President Obama sent condolences but balked at the suggestion of an apology; possibly the president did not want to set off another chorus of Mitt Romney’s refrain that Obama is always apologizing for America. At this writing, American officials were trying to gauge whether the errant airstrike would have, as one worried official put it, “a long half-life.”

If you survey informed Americans, you will hear Pakistanis described as duplicitous, paranoid, self-pitying and generally infuriating. In turn, Pakistanis describe us as fickle, arrogant, shortsighted and chronically unreliable.

Neither country’s caricature of the other is entirely wrong, and it makes for a relationship that is less in need of diplomacy than couples therapy, which customarily starts by trying to see things from the other point of view. While the Pakistanis have hardly been innocent, they have a point when they say America has not been the easiest of partners.

One good place to mark the beginning of this very, very bad year in U.S.-Pakistani relations is Dec. 13, 2010, when Richard C. Holbrooke died of a torn aorta. Holbrooke, the veteran of the Balkan peace, had for two years held the thankless, newly invented role of the administration’s special representative for Afghanistan and Pakistan. The antithesis of mellow, Holbrooke did not hit it off with our no-drama president, and his bluster didn’t always play well in Kabul or Islamabad either.

But Holbrooke paid aggressive attention to Pakistan. While he was characteristically blunt about the divergent U.S. and Pakistani views, he understood that they were a result of different, calculated national interests, not malevolence or mere orneriness. He was convinced that the outlooks could be, if not exactly synchronized, made more compatible. He made a concentrated effort to persuade the Pakistanis that this time the United States would not be a fair-weather friend.

“You need a Holbrooke,” says Maleeha Lodhi, a well-connected former ambassador to Washington. “Not necessarily the person but the role.” In the absence of full-on engagement, she says, “it’s become a very accident-prone relationship.”

On Jan. 27, a trigger-happy C.I.A. contractor named Raymond Davis was stuck in Lahore traffic and shot dead two motorcyclists who approached him. A backup vehicle he summoned ran over and killed a bystander. The U.S. spent heavily from its meager stock of good will to persuade the Pakistanis to set Davis free — pleading with a straight face that he was entitled to diplomatic immunity.

On May 2, a U.S. Navy Seals team caught Osama bin Laden in the military town Abbottabad and killed him. Before long, American officials were quoted questioning whether their Pakistani allies were just incompetent or actually complicit. (The Americans who deal with Pakistan believe that General Kayani and the director of the Inter-Services Intelligence agency, Gen. Ahmed Shuja Pasha, were genuinely surprised and embarrassed that Bin Laden was so close by, though the Americans fault the Pakistanis for not looking very hard.) In Pakistan, Kayani faced rumbles of insurrection for letting Americans violate Pakistani sovereignty; a defining victory for President Obama was a humiliation for Kayani and Pasha.

In September, members of the Haqqani clan (a criminal syndicate and jihadi cult that’s avowedly subservient to the Taliban leader Mullah Omar) marked the 10th anniversary of 9/11 with two theatrical attacks in Afghanistan. First a truck bomb injured 77 American soldiers in Wardak Province. Then militants rained rocket-propelled grenades on the U.S. Embassy in Kabul, forcing our ambassador to spend 20 hours locked down in a bunker.

A few days later the former Afghan president, Burhanuddin Rabbani, spread his arms to welcome an emissary from the Taliban to discuss the possibility of peace talks. As they embraced, the visitor detonated a bomb in his turban, killing himself, Rabbani and the talks. President Hamid Karzai of Afghanistan, without any evidence that American officials are aware of, accused Pakistan of masterminding the grotesque killing in order to scuttle peace talks it couldn’t control.

And two days after that, Adm. Mike Mullen, the outgoing chairman of the Joint Chiefs of Staff, took to Capitol Hill to suggest that Pakistani intelligence had blessed the truck bomb and embassy attack.

His testimony came as a particular shock, because if the turbulent affair between the United States and Pakistan had a solid center in recent years, it was the rapport between Mullen and his Pakistani counterpart, General Kayani. Over the four years from Kayani’s promotion as chief of the army staff until Mullen’s retirement in September, scarcely a month went by when the two didn’t meet. Mullen would often drop by Kayani’s home at the military enclave in Rawalpindi, arriving for dinner and staying into the early morning, discussing the pressures of command while the sullen-visaged general chain-smoked Dunhills. One time, Kayani took his American friend to the Himalayas for a flyby of the world’s second-highest peak, K2. On another occasion, Mullen hosted Kayani on the golf course at the Naval Academy. The two men seemed to have developed a genuine trust and respect for each other.

But Mullen’s faith in an underlying common purpose was rattled by the truck bombing and the embassy attack, both of which opened Mullen to the charge that his courtship of Kayani had been a failure. So — over the objection of the State Department — the admiral set out to demonstrate that he had no illusions.

The Haqqani network “acts as a veritable arm of Pakistan’s Inter-Services Intelligence agency,” he declared. “With ISI support, Haqqani operatives planned and conducted that truck-bomb attack as well as the assault on our embassy.”

Several officials with access to the intelligence told me that while the Haqqanis were implicated in both attacks, there was no evidence of direct ISI involvement. A Mullen aide said later that the admiral was referring to ISI’s ongoing sponsorship of the Haqqanis and did not mean to say Pakistan authorized those specific attacks.

No matter. In Pakistan, Mullen’s denunciation led to a ripple of alarm that U.S. military “hardliners” were contemplating an invasion. The press had hysterics. Kayani made a show of putting the Pakistani Army on alert. The Pakistani rupee fell in value.

In Washington, Mullen’s remarks captured — and fed — a vengeful mood and a rising sense of fatalism about Pakistan. Bruce O. Riedel, an influential former C.I.A. officer who led a 2009 policy review for President Obama on Pakistan and Afghanistan, captured the prevailing sentiment in an Op-Ed in The Times, in which he called for a new policy of “containment,” meaning “a more hostile relationship” toward the army and intelligence services.

“I can see how this gets worse,” Riedel told me. “And I can see how this gets catastrophically worse. . . . I don’t see how it gets a whole lot better.”

When Gen. David H. Petraeus took over the U.S. military’s Central Command in 2008, he commissioned expert briefing papers on his new domain, which sprawled from Egypt, across the Persian Gulf, to Central Asia. The paper on Afghanistan and Pakistan began, according to an American who has read it, roughly this way: “The United States has no vital national interests in Afghanistan. Our vital national interests are in Pakistan,” notably the security of those nuclear weapons and the infiltration by Al Qaeda. The paper then went on for the remaining pages to discuss Afghanistan. Pakistan hardly got a mention. “That’s typical,” my source said. Pakistan tends to be an afterthought.

The Pakistani version of modern history is one of American betrayal, going back at least to the Kennedy administration’s arming of Pakistan’s archrival, India, in the wake of its 1962 border war with China.

The most consequential feat of American opportunism came when we enlisted Pakistan to bedevil the Soviet occupiers of Afghanistan in the 1980s. The intelligence agencies of the U.S. and Pakistan — with help from Saudi Arabia — created the perfect thorn in the Soviet underbelly: young Muslim “freedom fighters,” schooled in jihad at Pakistani madrassas, laden with American surface-to-air missiles and led by charismatic warriors who set aside tribal rivalries to war against foreign occupation.

After the Soviets admitted defeat in 1989, the U.S. — mission accomplished! — pulled out, leaving Pakistan holding the bag: several million refugees, an Afghanistan torn by civil war and a population of jihadists who would find new targets for their American-supplied arms. In the ensuing struggle for control of Afghanistan, Pakistan eventually sided with the Taliban, who were dominated by the Pashtun tribe that populates the Pakistan-Afghanistan frontier. The rival Northern Alliance was run by Tajiks and Uzbeks and backed by India; and the one thing you can never underestimate is Pakistan’s obsession with bigger, richer, better-armed India.

As long as Pakistan was our partner in tormenting the Soviet Union, the U.S. winked at Pakistan’s nuclear-weapons program. After all, India was developing a nuclear arsenal, and it was inevitable that Pakistan would follow suit. But after the Soviets retreated, Pakistan was ostracized under a Congressional antiproliferation measure called the Pressler Amendment, stripped of military aid (some of it budgeted to bring Pakistani officers to the U.S. for exposure to American military values and discipline) and civilian assistance (most of it used to promote civil society and buy good will).

Our relationship with Pakistan sometimes seems like a case study in unintended consequences. The spawning of the mujahadeen is, of course, Exhibit A. The Pressler Amendment is Exhibit B. And Exhibit C might be America’s protectionist tariffs on Pakistan’s most important export, textiles. For years, experts, including a series of American ambassadors in Islamabad, have said that the single best thing the U.S. could do to pull Pakistan into the modern world is to ease trade barriers, as it has done with many other countries. Instead of sending foreign aid and hoping it trickles down, we could make it easier for Americans to buy Pakistani shirts, towels and denims, thus lifting an industry that is an incubator of the middle class and employs many women. Congress, answerable to domestic textile interests, has had none of it.

“Pakistan the afterthought” was the theme very late one night when I visited the home of Pakistan’s finance minister, Abdul Hafeez Shaikh. After showing me his impressive art collection, Shaikh flopped on a sofa and ran through the roll call of American infidelity. He worked his way, decade by decade, to the war on terror. Now, he said, Pakistan is tasked by the Americans with simultaneously helping to kill terrorists and — the newest twist — using its influence to bring them to the bargaining table. Congress, meanwhile, angry about terrorist sanctuaries, is squeezing off much of the financial aid that is supposed to be the lubricant in our alliance.

“Pakistan was the cold-war friend, the Soviet-Afghan-war friend, the terror-war friend,” the minister said. “As soon as the wars ended, so did the assistance. The sense of being discarded is so recent.”

A Boston University-educated economist who made his money in private equity investing — in other words, a cosmopolitan man — Shaikh seemed slightly abashed by his own bitterness.

“I’m not saying that this style of Pakistani thinking is analytically correct,” he said. “I’m just telling you how people feel.”

He waved an arm toward his dining room, where he hung a Warhol of Muhammad Ali. “We’re just supposed to be like Ali — take the beating for seven rounds from Foreman,” he said. “But this time the Pakistanis have wised up. We are playing the game, but we know you can’t take these people at their word.”

With a timetable that has the United States out of Afghanistan, or mostly out, by the end of 2014, Pakistan has leverage it did not have when the war began.

One day after 9/11, Richard Armitage, the deputy secretary of state, summoned the head of Pakistani intelligence for a talking to. “We are asking all of our friends: Do they stand with us or against us?” he said. The following day, Armitage handed over a list of seven demands, which included stopping Al Qaeda operations on the Pakistani border, giving American invaders access to Pakistani bases and airspace and breaking all ties with the Taliban regime.

The Pakistanis believed from the beginning that Afghanistan had “American quagmire” written all over it. Moreover, what America had in mind for Afghanistan was antithetical to Pakistan’s self-interest.

“The only time period between 1947 and the American invasion of Afghanistan that Pakistanis have felt secure about Afghanistan is during the Taliban period,” from 1996 to 2001, says Vali Nasr, an American scholar of the region who is listened to in both academia and government. Now the Bush administration would attempt to supplant the Taliban with a strong independent government in Kabul and a muscular military. “Everything about this vision is dangerous to Pakistan,” Nasr says.

Pakistan’s military ruler at the time, Pervez Musharraf, saw the folly of defying an American ultimatum. He quickly agreed to the American demands and delivered on many of them. In practice, though, the accommodation with the Taliban was never fully curtailed. Pakistan knew America’s mission in Afghanistan would end, and it spread its bets.

The Bush-Musharraf relationship, Vali Nasr says, “was sort of a Hollywood suspension of disbelief. Musharraf was a convenient person who created a myth that we subscribed to — basically that Pakistan was on the same page with us, it was an ally in the war on terror and it subscribed to our agenda for Afghanistan.”

But the longer the war in Afghanistan dragged on, the harder it was to sustain the illusion.

In October, I took the highway west from Islamabad to Peshawar, headquarters of the Pakistan Army corps responsible for the frontier with Afghanistan. Over tea and cookies, Lt. Gen. Asif Yasin Malik, the three-star who commanded the frontier (he retired this month) talked about how the Afghan war looked from his side of the border.

The official American version of the current situation in Afghanistan goes like this: By applying the counterinsurgency strategy that worked in Iraq and relying on a surge of troops and the increasingly sophisticated use of drones, the United States has been beating the insurgency into submission, while at the same time standing up an indigenous Afghan Army that could take over the mission. If only Pakistan would police its side of the border — where the bad guys find safe haven, fresh recruits and financing — we’d be on track for an exit in 2014.

The Pakistanis have a different narrative. First, a central government has never successfully ruled Afghanistan. Second, Karzai is an unreliable neighbor — a reputation that has not been dispelled by his recent, manic declarations of brotherhood. And third, they believe that despite substantial investment by the United States, the Afghan Army and the police are a long way from being ready to hold the country. In other words, America is preparing to leave behind an Afghanistan that looks like incipient chaos to Pakistan.

In Peshawar, General Malik talked with polite disdain about his neighbor to the west. His biggest fear — one I’m told Kayani stresses in every meeting with his American counterparts — is the capability of the Afghan National Security Forces, an army of 170,000 and another 135,000 police, responsible for preventing Afghanistan from disintegrating back into failed-state status. If the U.S. succeeds in creating such a potent fighting force, that makes Pakistanis nervous, because they see it (rightly) as potentially unfriendly and (probably wrongly) as a potential agent of Indian influence. The more likely and equally unsettling outcome, Pakistanis believe, is that the Afghan military — immature, fractious and dependent on the U.S. Treasury — will disintegrate into heavily armed tribal claques and bandit syndicates. And America, as always, will be gone when hell breaks loose.

General Malik studied on an exchange at Fort McNair, in Washington, D.C., and has visited 23 American states. He likes to think he is not clueless about how things work in our country.

“Come 2015, which senator would be ready to vote $9 billion, or $7 billion, to be spent on this army?” he asked. “Even $5 billion a year. O.K., maybe one year, maybe two years. But with the economy going downhill, how does the future afford this? Very challenging.”

American officials will tell you, not for attribution, that Malik’s concerns are quite reasonable.

So I asked the general if that was why his forces have not been more aggressive about mopping up terrorist sanctuaries along the border. Still hedging their bets? His answer was elaborate and not entirely facile.

First of all, the general pointed out that Pakistan has done some serious fighting in terrorist strongholds and shed a lot of blood. Over the past two years, Malik’s forces have been enlarged to 147,000 soldiers, mainly by relocating more than 50,000 from the Indian border. They have largely controlled militant activities in the Swat Valley, for example, which entailed two hard offensives with major casualties. But they have steadfastly declined to mount a major assault against North Waziristan — a mountainous region of terrorist Deadwoods populated by battle-toughened outlaws.

Yes, Malik said, North Waziristan is a terrible situation, but his forces are responsible for roughly 1,500 miles of border, they police an archipelago of rough towns in the so-called Federally Administered Tribal Areas, or FATA, and by the way, they had a devastating flood to handle last year.

“If you are not able to close the Mexican border, when you have the technology at your call, when there is no war,” he said, “how can you expect us to close our border, especially if you are not locking the doors on your side?”

Americans who know the area well concede that, for all our complaints, Pakistan doesn’t push harder in large part because it can’t. The Pakistan Army has been trained to patrol the Indian border, not to battle hardened insurgents. They have comparatively crude weaponry. When they go up against a ruthless outfit like the Haqqanis, they tend to get killed. Roughly 4,000 Pakistani troops have died in these border wars — more than the number of all the allied soldiers killed in Afghanistan.

“They’re obviously reluctant to go against the Haqqanis, but reluctant for a couple of reasons,” an American official told me. “Not just the reason that they see them as a potential proxy force if Afghanistan doesn’t go well, but also because they just literally lack the capability to take them on. They’ve got enough wars on their hands. They’ve not been able to consolidate their gains up in the northern part of the FATA, they have continued problems in other areas and they just can’t deal with another campaign, which is what North Waziristan would be.”

And there is another, fundamental problem, Malik said. There is simply no popular support for stepping up the fight in what is seen as America’s war. Ordinary Pakistanis feel they have paid a high price in collateral damage, between the civilian casualties from unmanned drone attacks and the blowback from terror groups within Pakistan.

“When you go into North Waziristan and carry out some major operation, there is going to be a terrorist backlash in the rest of the country,” Malik told me. “The political mood, or the public mood, is ‘no more operations.’ ”

In late October, Hillary Clinton arrived in Islamabad, leading a delegation that included Petraeus, recently confirmed as C.I.A. director, and Gen. Martin E. Dempsey, Mullen’s successor as chairman of the Joint Chiefs. Petraeus used to refer to Holbrooke as “my diplomatic wingman,” a bit of condescension he apparently intended as a tribute. This time, the security contingent served as diplomacy’s wingmen.

The trip was intended as a show of unity and resolve by an administration that has spoken with conflicting voices when it has focused on Pakistan at all. For more than four hours, the Americans and a potent lineup of Pakistani counterparts talked over a dinner table.

Perhaps the most revealing thing about the dinner was the guest list. The nine participants included Kayani and Pasha, but not President Zardari or Prime Minister Yousuf Raza Gilani, who provided the dining room at his own residence and made himself scarce. The only representative of the civilian government was Clinton’s counterpart, the new foreign minister, Hina Rabbani Khar, a 34-year-old rising star with the dark-haired beauty of a Bollywood leading lady, a degree in hospitality management from the University of Massachusetts and, most important, close ties to the Pakistani military.

For a country that cherishes civilian democracy, we have a surprising affinity for strong men in uniform. Based on my conversations with American officials across the government, the U.S. has developed a grudging respect for Kayani, whom they regard as astute, straightforward, respectful of the idea of democratic government but genuinely disgusted by the current regime’s thievery and ineptitude. (We know from the secret diplomatic cables disclosed by WikiLeaks that Kayani has confided to American officials his utter contempt for his president and “hinted that he might, however reluctantly, have to persuade President Zardari to resign.”) Zardari, whose principal claim to office is that he is the widower of the assassinated and virtually canonized Benazir Bhutto, has been mainly preoccupied with building up his patronage machine for elections in 2013. The Americans expect little from him and don’t see a likely savior among his would-be political challengers. (As this article goes to press, Zardari is recovering from chest pains in a hospital in Dubai; there are rumors he won’t return.) So, Kayani it is. The official American consensus is less enamored of Kayani’s loyal intelligence underling, General Pasha, whose agency consorts with terrorists and is suspected of torturing and killing troublemakers, including journalists, but Pasha is too powerful to ignore.

The day after the marathon dinner, Clinton’s entourage took over the Serena Hotel for a festival of public diplomacy — a press conference with the foreign minister, followed by a town meeting with young Pakistanis and then a hardball round-table interview with a circle of top editors and anchors.

Clinton’s visit was generally portrayed, not least in the Pakistani press, as a familiar ritual of America talking tough to Pakistan. In the town meeting, a woman asked why America always played the role of bossy mother-in-law, and that theme delighted editorial cartoonists for days.

But the private message to the Pakistanis — and a more careful reading of Clinton’s public performance — reflected a serious effort to reboot a troubled relationship. Clinton took care to pay tribute to Pakistani losses in the war against terror in the past decade — in addition to the military, an estimated 30,000 civilian dead, the equivalent of a 9/11 every year. She ruled out sending American ground troops into Pakistani territory. She endorsed a Pakistani plea that U.S. forces in Afghanistan do a better job of cleaning up militant sanctuaries on their own side of the border.

Questioned by a prominent television anchor, she repudiated Mullen’s testimony, not only disavowing any evidence of ISI complicity in the attack on America’s embassy in Kabul but also soft-peddling the spy agency’s coziness with terrorists.

“Now, every intelligence agency has contacts with unsavory characters,” she said. “I don’t think you would get any denial from either the ISI or the C.I.A. that people in their respective organizations have contacts with members of groups that have different agendas than the governments’. But that doesn’t mean that they are being directed or being approved or otherwise given a seal of approval.”

That particular riff may have caused jaws to clench at the C.I.A. compound in Langley, Va. The truth is, according to half a dozen senior officials with access to the intelligence, the evidence of Pakistan’s affinity for terrorists is often circumstantial and ambiguous, a matter of intercepted conversations in coded language, and their dealings are thought to be more pragmatic than ideological, more a matter of tolerating than directing, but the relationship goes way beyond “contacts with unsavory characters.”

“They’re facilitating,” one official told me. “They provide information to the Haqqanis, they let them cross back and forth across the border, they let this L.E.T. guy (the leader of the dangerous Lashkar-e-Taiba faction of Kashmiri terrorists) be in prison and not be in prison at the same time.”

And yet the Pakistanis have been helpful — Abbottabad aside — against Al Qaeda, which is America’s first priority and which the Pakistanis recognize as a menace to everyone. They have shared intelligence, provided access to interrogations and coordinated operations. Before the fatal border mishap Thanksgiving weekend, one U.S. official told me, anti-terror cooperation between the C.I.A. and Pakistani intelligence had been “very much on the upswing.”

The most striking aspect of Clinton’s trip, however, was her enthusiastic embrace of what is now called “reconciliation” — which is the polite word for negotiating with the Taliban.

Pakistan has long argued that the way to keep Afghanistan from coming to grief is to cut a deal with at least some of the Taliban. That would also mean Afghanistan could get by with a smaller, cheaper army. The notion has been anathema to the Americans tasked with killing Taliban; a principled stand against negotiating with terrorists is also a political meme that acquires particular potency in election seasons, as viewers of the Republican debates can attest.

Almost unnoticed, though, reconciliation has moved to a central place in America’s strategy and has become the principal assignment for U.S. officials in the region. Clinton first signaled this in a speech to the Asia Society last February, when she refocused Afghanistan strategy on its original purpose, isolating the terrorists at war with America, meaning Al Qaeda.

The speech was buried beneath other news at the time, but in early October, Tom Donilon, Obama’s national security adviser, met Kayani in Abu Dhabi to stress to skeptical Pakistani leaders that she was serious. Clinton’s visit to Islamabad with her generals in tow was designed to put the full weight of the U.S. behind it.

Clinton publicly acknowledged that the ISI (in fact, it was General Pasha in person) had already brokered a preliminary meeting between a top American diplomat and a member of the Haqqani clan. Nothing much came of the meeting, news of which promptly leaked, but Clinton said America was willing to sit down with the Taliban. She said that what had once been preconditions for negotiations — renouncing violence, shunning Al Qaeda and accepting Afghanistan’s constitution, including freedoms for women — were now “goals.”

In diplomacy, no process is fully initiated until it has been named. A meeting of Pakistani political parties in Islamabad had adopted a rubric for peace talks with the Taliban, a slogan the Pakistanis repeated at every opportunity: “Give peace a chance.” If having this project boiled down to a John Lennon lyric diminished the gravitas of the occasion, Clinton didn’t let on.

Within the American policy conglomerate, not everyone is terribly upbeat about the prospect of reconciling with the Taliban. The Taliban have so far publicly rejected talks, and the turban-bomb killing of Rabbani was a serious reversal. There is still some suspicion — encouraged by Afghanistan and India — about Pakistan’s real agenda. One theory is that Pakistan secretly wants the Taliban restored to power in Afghanistan, believing the Pashtun Islamists would be more susceptible to Pakistani influence. A more cynical theory, which I heard quite a bit in New Delhi, is that the Pakistani Army actually wants chaos on its various borders to justify its large payroll. Most Americans I met who are immersed in this problem put little stock in either of those notions. The Pakistanis may not be the most trustworthy partners in Asia, but they aren’t idiots. They know, at least at the senior levels, that a resurgent Taliban means not just perpetual mayhem on the border but also an emboldening of indigenous jihadists whose aim is nothing less than a takeover of nuclear Pakistan. But agreeing on the principle of a “stable Afghanistan” is easier than defining it, or getting there.

After Clinton left Islamabad, a senior Pakistani intelligence official I wanted to meet arrived for breakfast with me and a colleague at Islamabad’s finest hotel. With a genial air of command, he ordered eggs Benedict for the table, declined my request to turn on a tape recorder, (“Just keep my name out of it,” he instructed later) and settled into an hour of polished spin.

“The Taliban learned its lesson in the madrassas and applied them ruthlessly,” he said, as the Hollandaise congealed. “Now the older ones have seen 10 years of war, and reconciliation is possible. Their outlook has been tempered by reason and contact with the modern world. They have relatives and friends in Kabul. They have money from the opium trade. They watch satellite TV. They are on the Internet.”

On the other hand, he continued, “if you kill off the midtier Taliban, the ones who are going to replace them — and there are many waiting in line, sadly — are younger, more aggressive and eager to prove themselves.”

So what would it take to bring the Taliban into a settlement? First, he said, stop killing them. Second, an end to foreign military presence, the one thing that always mobilizes the occupied in that part of the world. Third, an Afghan constitution framed to give more local autonomy, so that Pashtun regions could be run by Pashtuns.

On the face of it, as my breakfast companion surely knows, those sound like three nonstarters, and taken together they sound rather like surrender. Even Clinton is not calling for a break in hostilities, which the Americans see as the way to drive the Taliban to the bargaining table. As for foreign presence, both the Americans and the Afghans expect some long-term residual force to stay in Afghanistan, to backstop the Afghan Army and carry out drone attacks against Al Qaeda. And while it is not hard to imagine a decentralized Afghanistan — in which Islamic traditionalists hold sway in the rural areas but cede the urban areas, where modern notions like educating girls have already made considerable headway — that would be hard for Americans to swallow.

Clinton herself sounded pretty categorical on that last point when she told Pakistani interviewers: “I cannot in good faith participate in any process that I think would lead the women of Afghanistan back to the dark ages. I will not participate in that.”

To questions of how these seemingly insurmountable differences might be surmounted, Marc Grossman, who replaced Holbrooke as Clinton’s special representative, replies simply: “I don’t know whether these people are reconcilable or not. But the job we’ve been given is to find out.”

If you look at reconciliation as a route to peace, it requires a huge leap of faith. Surely the Taliban have marked our withdrawal date on their calendars. The idea that they are so deeply weary of war — – let alone watching YouTube and yearning to join the world they see on their laptops — feels like wishful thinking.

But if you look at reconciliation as a step in couples therapy — a shared project in managing a highly problematic, ultimately critical relationship — it makes more sense. It gives Pakistan something it craves: a seat at the table where the future of Afghanistan is plotted. It gets Pakistan and Afghanistan talking to each other. It offers a supporting role to other players in the region — notably Turkey, which has taken on a more active part as an Islamic peace broker. It could drain some of the acrimony and paranoia from the U.S.-Pakistan rhetoric.

It might not save Afghanistan, but it could be a helpful start to saving Pakistan.

What Clinton and company are seeking is a course of patient commitment that America, frankly, is not usually so good at. The relationship has given off some glimmers of hope — with U.S. encouragement, Pakistan and India have agreed to normalize trade relations; the ISI has given American interrogators access to Osama bin Laden’s wives — but the funerals of those Pakistani troops last month remind us that the country is still a graveyard of optimism.

At least the U.S. seems, for now, to be paying attention to the right problem.

“If you stand back,” said one American who is in the thick of the American strategy-making, “and say, by the year 2020, you’ve got two countries — 30 million people in this country, 200 million people with nuclear weapons in this country, American troops in neither. Which matters? It’s not Afghanistan.”

Virginia Man Admits Conspiring With Pakistan Spy Agency

A Virginia man admitted to aiding what prosecutors said was a “decades-long” operation by Pakistan’s spy agency to influence U.S. policy on Kashmir through unregistered lobbying and campaign contributions to members of Congress.

Syed Ghulam Nabi Fai, 62, pleaded guilty today in federal court in Alexandria, Virginia, to one count of conspiracy to defraud the U.S. and one count of impeding the administration of tax laws. He faces as long as eight years in prison when he’s sentenced on March 9. U.S. District Judge Liam O’Grady agreed to let Fai remain free until sentencing.

Fai admitted to helping funnel at least $3.5 million from Pakistan’s government through the Washington-based Kashmiri American Council to sway the attitudes of U.S. lawmakers on the disputed territory with campaign contributions and other lobbying activities.

The council, which was headed by Fai at the time of his arrest in July, is “actually run” by elements of the Pakistani government, including Pakistan’s military intelligence service, the Inter-Services Intelligence Agency, or ISI, prosecutors said.

Pakistan and India, which have split control of the territory since 1948, fought wars over Kashmir in 1965 and 1999.

‘Paid Operative’

“For the last 20 years, Mr. Fai secretly took millions of dollars from Pakistani intelligence and lied about it to the U.S. government,” U.S. Attorney Neil MacBride said in a statement. “As a paid operative of ISI, he did the bidding of his handlers in Pakistan while he met with U.S. elected officials, funded high-profile conferences, and promoted the Kashmiri cause to decision-makers in Washington.”

Fai, a Pakistani immigrant and U.S. citizen living in Fairfax, Virginia, was charged in July with conspiracy to violate the Foreign Agents Registration Act and lying to federal agents. He was charged along with Zaheer Ahmad, 63, a U.S. citizen who remains at large, according to prosecutors. The pair failed to disclose their affiliation with Pakistan’s government as required by law, prosecutors said.

On Nov. 23, the government separated Fai’s case from Ahmad’s and added the charge of impeding the Internal Revenue Service.

As part of his plea, Fai agreed to pay about $200,000 to the IRS and forfeit about $143,000 the government seized from five bank accounts in Virginia and Washington, according to court papers. Fai also agreed to cooperate with any federal investigation.

Fai’s Admission

Fai said little during today’s plea hearing. He answered “No sir” when O’Grady asked if he disagreed with any of the information contained in the statement of facts submitted by the government outlining the conspiracy and his ties to the ISI.

Fai admitted that during an interview with Federal Bureau of Investigation agents in July, he “falsely denied” that he or the council received money from the ISI or the government of Pakistan, according to the statement of facts.

A search of Fai’s home, office and a storage facility turned up documents detailing the council’s Washington strategies, including budget requirements for contributions to members of Congress and trips to Kashmir for lawmakers, money for opinion pieces distributed to the media, as well as money for seminars and conferences, prosecutors said in a court filing. One document found in the search called for $100,000 for contributions to members of Congress in 2009, prosecutors said.

Annual Budget

Fai, who admitted the conspiracy took place from 1990 until July 18, said he submitted annual budget requests of about $500,000 to $700,000 to officials of the government of Pakistan, including the ISI.

Since the mid-1990s, Ahmad, an American living in Pakistan, has moved government funds through a network he ran to Fai and the council, which also has offices in London and Brussels, prosecutors said.

The council’s goal is to build support for Pakistani interests in Kashmir and offset lobbying by India over the disputed territory, the U.S. said in court papers.

Fai has donated more than $10,000 to federal politicians in the past five years, according to data compiled by the Washington-based Center for Responsive Politics.

Among his political contributions, Fai, in 2008 and again in 2010, gave $2,000 to U.S. Representative Dan Burton, an Indiana Republican, according to the center. He also gave $5,000 to the National Republican Senatorial Committee in 2006, followed by a $1,000 contribution in 2008. He gave $250 to President Barack Obama’s campaign in 2008 and $250 to the Democratic Senatorial Campaign Committee in 2009.

U.S. States Failing to Protect Children from Sexual Exploitation

Did you know that there is an estimated 14,500 to 17,500 foreign nationals trafficked into the United States each year?  Shockingly, the number of U.S. citizens trafficked within the country is even higher!

“Is it really that bad?” is the question usually asked- the answer is undeniably, “Yes!” According to the 2009 Domestic Minor Sex Trafficking report by Shared Hope International, which reported in-depth on the high prevalence of child sex trafficking in the United States, the number of American children at risk of being pulled into the sex industry is an estimated 200,000.  Shockingly, the average age of entry in the sex trade industry in the U.S. is only 12 years old.  There is no stereotypical face of slavery; the chains of modern slavery can bind anyone of any gender, race, religion or age. Those trapped by slavery do not have to cross borders to be victimized, for one can be exploited within their own home, community, as well as halfway across the globe.  The issue of child trafficking and sexual exploitation has all to often been deemed an international issue, leaving the child victims in the United States overlooked.  Therefore, many states continue to inadvertently provide safe havens for sex trafficking, including for minors.

Therefore I was excited to be watching as Shared Hope International announced Protected Innocence Initiative in San Antonio, Texas on Thursday.  The long awaited report from the extensive project looked at the sex trafficking legislation in all 50 States and the District of Columbia, and then gave each state a letter grade and full report card.  “Each state’s laws show omissions in protective provisions for child victims, and lack strong laws to prosecute the men who rent the bodies of other men’s children,” said former Congresswoman and the President and Founder of Shared Hope International. “Early in our research it was clear that responses to child sex trafficking must originate at the state level. The Protected Innocence Initiative establishes the essential legislative framework that attempts to harmonize the state’s response to the treatment of prostituted children and emphasize the appropriate prosecution of the buyer.”

The report graded each individual state on whether it has laws to protect children who are pushed into the sex trade and laws established to punish those who seek out such services. Leaders of the group say there’s a lot of room for improvement.  The results of the report were shocking to most, as over half of the states received grades of D or F.

“Laws in Washington state and Texas are strong, Smith says, but many other states are falling down on the job — miserably. ‘They didn’t have trafficking laws, or if they had a trafficking law, it didn’t deal with commercial sex … or didn’t distinguish between children and adults,’ Smith says. She says the report, prepared with the American Center for Law and Justice, is designed to help states draft model laws to help fight trafficking (NPR).”

According to the report, 41 states have failed to adopt strong penalties against human trafficking.  However four states- Maine, Virginia, West Virginia and Wyoming- have quite literally failed the grade as they have not imposed any specific restrictions on the crime of human trafficking.  Massachusetts had no statute specifically targeting sex trafficking until one was signed into law just a few days ago.  The report also found 10 states without sex trafficking laws and 19 where it is not a crime to purchase sex with a minor.  The report additionally noted that in Iowa, Massachusetts, South Carolina and Wyoming there is no law criminalizing the use of the Internet to purchase or sell sex with a minor.

While the statistics on child slavery are shocking, not enough is being done both domestically and globally to bring an end to these practices. However one does have to begin at home. One reason that human trafficking has become such a plague in our nation is that we live in a world of denial; people repeat phrases such as, “it doesn’t happen to here,” or “it couldn’t happen to me or someone I know,” but the reality is that it does happen here, and it could happen to anyone.  No city, state or country is immune to the plague of modern slavery.

 

How to win the battle and save our children

While many NGOs and governments have made strides to combat trafficking, there is a great deal of room for improvement in the global fight against child trafficking. Victims of trafficking need to first be seen as just that, victims, as opposed to criminals.  Children are placed in juvenile detention centers, and are sometimes violated instead of protected. There are very few rehabilitation services for victims in places where trafficking remains high, and though there are some shelters, little effort is placed on the mental health of former victims. Many victims have not only endured sexual and physical abuse, but also drug addiction and sexually transmitted diseases, including AIDS.
