I guess you can saying bullying is complicated to classify. It seems that calling your best friend a mean name and calling a total stranger or a person you don’t like a mean name, are 2 different things. Well that is true. In order to be a bully, you have to do something with the intent of hurting them. Its not telling someone so be quiet or telling them to act their age not there shoe size.
